Theresa Town Board   _       Regular Meeting  __       May 7, 2012

The regular meeting of the Theresa Town Board was held on May 7, 2012
in the Theresa Town Hall.  The agenda for this meeting was posted at
the Town Hall Board, TSB Bank, Theresa Post Office and the Town
website.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Faye Beck and seconded by Supervisor Perry Billings to
approve the agenda.  Motion carried. (3 ayes)   The minutes of the
April 2 meeting were read by the clerk.  A motion was made by
Supervisor Billings and seconded by Supervisor Beck to approve the
minutes.  Motion carried (3 ayes).  The minutes from the April 9
special meeting were read by the clerk.  Supervisor Beck motioned to
approve the minutes and Supervisor Billings seconded.  Motion carried
(3 ayes).

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Billings and seconded by Supervisor Beck to approve
the financial report as given.  Motion carried.  (3 ayes)  Budget
status report was reviewed.  Supervisor Beck motioned to approve
payment of the bills.  Supervisor Billings seconded.  Motion carried
(3 ayes).  

PUBLIC FORUM/GUESTS
-Barb Howard stated that the Quarry Committee meetings must be
posted.
-Pat Porubcan reported that N. Bluemound Rd. needs repair where it was
cut by Guardian Pipeline and suggested that the Town have Guardian
Pipeline repair the road.

CORRESPONDENCE
-Quarry Committee Meeting minutes were read by the clerk
-U.S. Department of Commerce:  Government Census Survey
-Wis. DNR:  The Town will receive a recycling grant in the amount of
$3007.34 in June

UNFINISHED BUSINESS
-Zoning Ordinance Update:  The Zoning Ordinance text and map has been
certified by the Wisconsin Dept. of Agriculture, Trade, and Consumer
Protection (DATCP).  The Town Board needs to adopt the updated version
and then submit a resolution to the County.  The County Board will
then need to approve the new ordinance and map.
 
NEW BUSINESS
-Discuss Wisconsin Town’s Association dues:  A motion was made by
Supervisor Beck not to pay the $100 fee for the on-line training
videos. Supervisor Billings seconded. Motion carried (3 ayes).
-Land Use Administrator:  Supervisor Billings motioned to approve the
appointment of Barb Howard as Land Use Administrator for a 3-year
term.  Supervisor Beck seconded the motion.  Motion carried (3 ayes). 
Fees, forms, and permits will need to be worked on.
-Discuss pro-rating Gerald Enderle’s property taxes due to house fire:
 The Board needs to find out what Enderle’s plans are for the house
and will talk to the assessor at the Board of Review.
-Discuss purchase of snowplow by 2014:  There was a motion made,
seconded, and carried at the annual meeting to purchase a snowplow by
2014.   However, the motion was only advisory and the Town Board
doesn’t think it is necessary yet to purchase a snowplow.
-Narrowband Radio Update:  Two of the radios can be upgraded for
free.
-Highway Superintendent’s Report:  Nothing to report

Supervisor Beck made a motion to adjourn the meeting.  Supervisor
Billings seconded.  Motion carried (3 ayes).  The meeting was duly
adjourned at 8:30 p.m.
