ANNUAL MEETING TOWN OF THERESA
April 15, 2009


The Annual Meeting for the Town of Theresa was called to order at 8:05
p.m. on April 15, 2009 by Town Chairman Paul Christian.  A total of 28
residents were present and two non-residents.  The Pledge of
Allegiance was recited.  The minutes from the 2008 annual meeting were
read by Clerk Diane Steger.  A motion was made by Bob Herbst and
seconded by Gerry Adelmeyer to approve the minutes.  (28 ayes, 0 nays)
 Motion carried.   The receipt portion of the Financial Report was
read by the clerk.  Pat Porubcan made a motion to waive the reading of
the itemized expense portion of the financial report.  Motion was
seconded by Scott Bernhard.  (28 ayes, 0 nays).  Motion carried. 
Treasurer Diane Koch explained the tax levy percentages and remaining
indebtedness at TSB Bank on the Town Hall loan.  The loan was recently
re-financed in March for $175,000 at a fixed rate of 4Ѕ % for ten
years.  The Town also borrowed $150,000 from TSB Bank in March, 2009
for the purchase of the fire truck.  This loan is also at a fixed rate
of 4Ѕ % for ten years.    Motion was made by Don Radeck and seconded
by Bob Herbst to accept the financial report as read (28 ayes, 0
nays).  Motion carried.  Bob Herbst made a motion, seconded by Gene
Grulke to accept TSB Bank and the State Investment Pool as Designated
Depositories for the Township.  (28 ayes, 0 nays).  Motion carried.  

New Business
Chairman Christian stated that the town has $94,500 budgeted for road
paving this year.  Don Bonack reported that he toured the town roads
with the town board.  They will wait until the road bids come in to
determine what work will be done.  The Town still needs to decide on
the Zion Church Road project for which they would receive LRIP funds. 
Bonack also reported that the snow plows were out 55 days this last
winter and they used 500-600 tons of salt and sand.   The Town
received about $5,000 in aid from the Federal Emergency Management
Agency (FEMA) for the major snowstorm on Feb. 5 & 6 of 2008.  In June,
the Town had serious flood damage.  The Town received about $11,000 in
aid from FEMA for that.  

Fire Department Report 
Warren Stanke gave the 2008 Fire Department annual report.  The Fire
Department responded to 41 calls in 2008 (a decrease of 2 calls). 
There were 1313 hours on duty (a 297 hour increase over 2007).  Many
hours of training and work maintaining the equipment were put in by
the firemen.  The firemen have completed work on the Splashboard
Training Tower, and the side dumps are almost complete on Truck 3492. 
The Truck Committee worked diligently designing, specifying, and
bidding on replacing truck 3462.  Fire prevention activities included
station tours and demonstrations.  The department membership stands at
64, 43 active members and 21 honorary members.

Ambulance Service Report
The Theresa Ambulance Service 2008 annual report was given by Carl
Benter.   The ambulance responded to 213 calls in 2008 – down 15 calls
from last year.  They will be getting a new cot in 2009 purchased with
funds from the annual Lomira Area Fund Raiser.  The new cot will cost
$11,000 – 13,000.  Tim Boerst is the new training officer.  There are
32 people on the roster:  10 drivers (1 inactive), 15 EMT Intermediate
Technicians (1 inactive), 4 EMT Basic’s, and 3 currently in EMT Basic
class.  

Library Report
 The Theresa Public Library 2008 annual report was given by Diane
Steger.  The library had a circulation of 28,117 items, and increase
of 674 from 2007.  The attendance at the library’s programs has been
very good – 385 children and 394 adults attended various programs
throughout the year.  Wireless service is now available and they have
purchased a laptop computer for public use to relieve space on other
computers.  The website has been updated and continues to be redone as
needed.  The roof was replaced by Prahl Roofing and was paid for with
funds from their Capital Improvement fund.  

Comprehensive Planning Committee Report
The Comprehensive Planning Committee Report was given by Committee
Chairman Diane Koch.  The Committee has been meeting once a month. 
They have developed goals for the nine elements in the Comprehensive
Plan.  They are now in the process of looking at the current plan and
seeing how the new goals compare and will work with the Zoning
Ordinance. The public is welcome to attend all meetings.

Other Business
Chairman Christian talked about planting a tree on the Town Hall
grounds as a memorial to Carl Bernhard, who was the Town Chairman for
many years.  He had checked into prices and it would cost about $350
to plant.  Dennis Fleischer offered one of his hard maple trees for
free.  The Board will work it out with him.  Supervisor Frank
Kuczkowski gave information about the Town’s website.  Rick Steger
asked about contracting fuel.  Chuck Bernhard talked about purchasing
a new mower for the tractor.  He made a motion that Don Bonack get
prices on a new mower, not to exceed $10,000 and the money would come
from the Road Equipment Fund.  Motion was seconded by Bob Herbst. 
Motion carried (28 ayes, 0 no).  Scott Bernhard announced that the
Fire Department is having an Open House on May 16.  The next annual
meeting will be held on Wednesday, April 14, 2010 at 8:00 p.m.  Pat
Porubcan made a motion to adjourn the meeting, seconded by Gene
Grulke.  The meeting was duly adjourned at 9:40 p.m.
