ANNUAL MEETING TOWN OF THERESA
April 17, 2007


The Annual Meeting for the Town of Theresa was called to order at 8:00
p.m. on April 17, 2007 by Town Chairman Paul Christian.  A total of 54
residents were present.  The Pledge of Allegiance was recited.  The
minutes from the 2006 annual meeting were read by Clerk Diane Steger. 
A motion was made by Gerald Adelmeyer and seconded by Harlan Binder to
approve the minutes.  (54 ayes, 0 nays)  Motion carried.   The receipt
and expense portion of the Financial Report was read by Diane Steger. 
Bob Herbst made a motion to waive the reading of the itemized expense
portion of the financial report.  Motion was seconded by Harlan
Binder.  (54 ayes, 0 nays).  Motion carried.  Treasurer Diane Koch
explained the tax levy percentages and remaining indebtedness at TSB
Bank on the New Town Hall loan.  There is a balance of $236,069.74 on
the town hall loan at an interest rate of 4%.  Motion was made by Faye
Beck  and seconded by Kenneth Schoebel to accept the financial report
as read (54 ayes, 0 nays).  Motion carried.  Bob Herbst made a motion,
seconded by Melvin Unglaub to accept TSB Bank and the State Investment
Pool as Designated Depositories for the Township.  (54 ayes, 0 nays). 
Motion carried.  

New Business
Chairman Christian stated that the town has $100,000 budgeted for road
paving this year.  Don Bonack reported that he toured the town roads
with the town board.  Roads needing wedge patching and sealcoating are
Mohawk Rd., Mountain Rd., West Bend Rd. from where they stopped last
year to Hwy. 175 and Freedom Rd.  Don stated that the price of hot mix
($49.06/ton) is up 30% from last year and 60% from two years ago. 
Cold mix price is at $40/ton.  

Fire Department Report
Scott Bernhard gave the 2006 Fire Department annual report.  The Fire
Department responded to 44 calls in 2006 (a decrease of 8 calls). 
Many hours of training and work maintaining the equipment were put in
by the firemen.  The firemen have also been working on constructing a
training tower.  An open house will be held at the Fire Department on
May 19.  The fire department has applied for two FEMA grants to
purchase a new engine and equipment.  The Fire Dept. is going to be
replacing the 1968 engine in 2011.  They will start looking into a new
one. 

Ambulance Service Report
The Theresa Ambulance Service 2006 annual report was given by Carl
Benter.   The ambulance responded to 233 calls in 2006 – their busiest
year ever.  The ambulance has now been classified as an Intermediate
Tech Level Ambulance.  This means that the EMT’s can start IV’s. 
There are 34 EMS personnel:  18 EMTs that are IV tech trained, 8 basic
EMTs, 8 drivers, and 2 students.  As of January, 2008, all data will
be entered into a laptop computer in the ambulance.  

Library Report
 The Theresa Public Library 2006 annual report was given by Diane
Steger.  The library has competed its merger with 53 other libraries
from five counties.  The library has hosted several family nights
which have been well attended.  Brochures and bookmarks were
available.  There will be an Open House on May 5. 

Other Business
Dean Perlick from Dodge County Parks and Land Resources Department was
present to answer questions about adopting county zoning.  Many
questions were raised and discussed.  A motion was made by Chuck
Bernhard to have a show of hands in favor of county zoning and a show
of hands against county zoning.  Motion was seconded by Bob Herbst. 
Scott Bernhard suggested to have a ballot vote.  This vote would only
be advisory.  Chuck Bernhard rescinded his motion and made a new
motion to take a vote with ballots.  Motion was seconded by Bob
Herbst.  (54 ayes, 0 nays).  Motion carried.  A ballot vote was taken
with the results:  27 No to county zoning, 26 Yes to county zoning,
and 1 blank ballot.  The Town Board will make a decision at one of the
next Board meetings before July.  The next annual meeting will be held
on Tuesday, April 15, 2008 at 8:00 p.m.  Don Radeck  made a motion to
adjourn the meeting, seconded by Carl Benter.  The meeting was duly
adjourned at 9:45 p.m.
