April 2, 2007 Regular Meeting

Theresa Town Board   _       Regular Meeting  __       April 2, 2007

The regular meeting of the Theresa Town Board was held on April 2,
2007 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Frank Kuczkowski and seconded by Supervisor Brian Caspary
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
March 5, 2007 meeting were read by the clerk.  A motion was made by
Supervisor Caspary and seconded by Supervisor Kuczkowski to approve
the minutes.  Motion carried (3 ayes). 

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Caspary motioned to
approve payment of the bills.  Motion was seconded by Supervisor
Kuczkowski.  Motion carried.  (3 ayes)

PUBLIC FORUM
Dick Fink requested that a special meeting be held with the Planning
and Zoning Board to go over things that have happened over the last
two years.  He has spoken with the Town’s attorney, the District
Attorney, and his own attorney about having this meeting.  He’d like
to have it sometime before the Annual meeting and he would pay for it.
 A motion was made by Supervisor Caspary to have a meeting if Town
attorney Patrick Madden approves.  Motion was seconded by Supervisor
Kuczkowski.  Motion carried (3 ayes).

CORRESPONDENCE
-Supervisor Caspary spoke with Jon Lundgren, of Guardian Pipeline,
about road boring.  They have a new system of road boring whereas
there is no sinking or other problems with the roads afterwards.  He
also talked with Dean Perlick, of Dodge County Parks and Land Resource
Department.  Perlick would be available to come to the Annual meeting
to answer questions about county zoning.

UNFINISHED BUSINESS
-Erdmann Rd. – The property will just be switched with the DNR.  The
survey cost of $750 will be split between the Town, the DNR, and the
Erdmann’s.  The surveyor, Sal Okon, will take care of the paperwork
with the DNR.  Supervisor Caspary motioned to accept the changes made
to Erdmann Rd.  Motion was seconded by Chairman Christian.  Motion
carried (3 ayes).
-Ordinance to Adopt the Code of Ordinances – A motion was made by
Supervisor Kuczkowski to adopt the Code of Ordinances.  Supervisor
Caspary seconded the motion.  Motion carried (3 ayes).
-Copy machine – After discussion, Supervisor Kuczkowski motioned to
amend last month’s motion and purchase a better copy machine for $1920
from the Gordon Flesch Co. with the Lion’s paying for half.  A
maintenance agreement will also be purchased for $216/year.  Motion
was seconded by Chairman Christian.  Motion carried (3 ayes).
-Newsletter – A Town newsletter was sent out to all residents last
week.
-Animal Nutrition property – Chairman Christian spoke with two people
at the State.  They have no information that the property is
contaminated.  Orv Burtard said that borings were done about three
years ago by a potential buyer of the property.  It was suggested that
the Board ask the Assessor to reduce the real estate taxes on the
property.  Burtard is interested in purchasing the property, so he and
Chairman Christian will talk to County Treasurer, Patti Hilker, to see
if a purchase can be negotiated.







NEW BUSINESS
-Resolution 4-2-07 – A resolution to reduce the number of pollworkers.
 Motion was made by Supervisor Caspary to adopt the resolution. 
Motion was seconded by Supervisor Kuczkowski.  Motion carried (3
ayes).
-Appointment of Committee Members – Chairman Christian re-appointed
Paul Darner to the Ambulance Committee, Don Radeck to the Fire
Commission, Faye Beck to the Library Board, Harlan Binder, Loren
Christian, and Dan Schmidt to the Planning and Zoning Board, and
William Budahn and Dale Christian to the Board of Appeals.
-Utility Policy – Adopting a utility policy was discussed.  It was
decided that more research was needed.
-Town Hall Use – Theresa Learning Community PTC asked what the rental
fee would be to use the hall for a “fun night”.  The fee would be the
same as for other non-profit groups - $25.00.
-Set date for road tour – The road tour will be April 11 at 2:00 p.m.

Motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adjourn the meeting.  Motion carried (3 ayes).  The
meeting was duly adjourned at 8:55 p.m.
