April 7, 2008 Regular Monthly Meeting Minutes

Theresa Town Board   _       Regular Meeting  __       April 7, 2008

The regular meeting of the Theresa Town Board was held on April 7,
2008 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)   Mary Kay Vogel of
Kunkel Engineering gave a presentation explaining their building
inspection proposal.  Questions were raised about inspecting
agricultural buildings and that will be looked into.  The minutes of
the March 3, 2008 meeting were read by the clerk.  A motion was made
by Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes.  Motion carried (3 ayes).  Minutes from the Joint
Town/Village/Fire Commission meeting of March 18, 2008 were read by
the clerk.  Motion was made by Supervisor Kuczkowski and seconded by
Supervisor Caspary to approve the minutes.  Motion carried (3 ayes).

FINANCIAL
The financial report was given by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the financial report as given.  Motion carried.  (3 ayes)   Budget
status report was reviewed.  Supervisor Caspary motioned to approve
payment of the bills.  Motion was seconded by Supervisor Kuczkowski. 
Motion carried (3 ayes).

PUBLIC FORUM
Kenneth Schoebel asked that his driveway going back to a house he
rents out be turned into a Town road.  He’s having problems with the
school bus not driving back to the house to pick up/drop off the
children.  The driveway is over ј mile long and the house cannot be
seen from the road.  The Board will look at the road when they do
their road tour, but told Schoebel he or the renters should try to
resolve the issue with the school district.  Scott Bernhard reported
that Assembly Bill 869 was passed to allow municipalities with joint
Fire Depts. to raise taxes more than the 2% currently allowed.  The
Fire Dept. also has applied for FEMA grants for a pumper and for a
back-up generator.  
CORRESPONDENCE 
-Dodge County Planning and Development will be having a public hearing
on May 5 concerning amendments to the Dodge County Land Use Code.

UNFINISHED BUSINESS
-Comprehensive Planning Committee:  Meeting was held on March 26. 
They began developing goals for the Issues and Opportunities element,
the Housing element, and the Transportation element.  The next meeting
will be April 23 when they will continue looking at the Transportation
element and start working on the Utilities and Community Facilities
element.

NEW BUSINESS
-Set road inspection date:  Road inspection will be Wed., April 9 and
3:30 p.m.
-FEMA Report:  The FEMA representative will meet with Don Bonack and
Diane Steger on Tues., April 8 to apply for emergency aid for the
excessive snow on Feb. 5 & 6.
-Independent Inspections Contract:  A motion was made by Supervisor
Caspary and seconded by Supervisor Kuczkowski to accept Mary Kay Vogel
of Kunkel Engineering’s proposal for building inspections.  She will
draft a letter to Independent Inspections informing them of the
Board’s decision.
-Committee Appointments:  Chairman Christian appointed these people to
the following positions for three year terms:  Craig Hahn, Ambulance
Committee; Jim Neitzel, Fire Commission; Kris Groeschel, Library
Board; Dave Benter, Jim Krieger, Rick Steger, and Brian Priestaf
(replacing Loren Christian), Zoning and Planning Commission; and Robin
Lindert, Roy Lichtenberg (replacing Gene Grulke), and alternate Perry
Billings to the Board of Appeals.  William Budahn will be the
Chairman.  A motion was made by Supervisor Caspary and seconded by
Supervisor Kuczkowski to approve the appointments.  Motion carried (3
ayes).
-Discovery of Quarry, Windmill, etc. Policy:  Barb Howard is gathering
information from other municipalities ordinances.  She will send it
out to the Board members before next month’s meeting. 

A motion was made by Supervisor Kuczkowski and seconded by Supervisor
Caspary to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:45 p.m.
