August 1, 2011 Regular Monthly Meeting Minutes

 Theresa Town Board   _       Regular Meeting  __      August 1, 2011

The regular meeting of the Theresa Town Board was held on August 1,
2011 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Faye Beck and seconded by Supervisor Perry Billings to
approve the agenda.  Motion carried. (3 ayes)   The minutes of the
July 7 meeting were read by the clerk.  A motion was made by
Supervisor Billings and seconded by Supervisor Beck to approve the
minutes.  

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Billings and seconded by Supervisor Beck to approve
the financial report as given.  Motion carried.  (3 ayes)  Budget
status report was reviewed.  Supervisor Beck motioned to approve
payment of the bills after questioning the bill from Kunkel
Engineering.  The clerk will check into it.  Supervisor Billings
seconded.  Motion carried (3 ayes).  

PUBLIC FORUM

CORRESPONDENCE
-U.S. Department of Commerce:  2012 Census of Government is coming up
-Dodge County Clerk:  Timber Cutting Notice/Permit for Hedy Dobbe
-WI Dept. of Transportation:  Joseph Olson is the new project director
for our area
-Du-al Gas:  Propane contracting proposal
-Michels Materials:  Letter and video concerning condition of Zion
Church Road.
-Fire Inspection Services:  Fire inspection report
-Dodge County Land Resources & Parks Dept:  Dodge County Year 2030
Comprehensive Plan has been amended and is available for review on the
website.
-E-mail from Debbie Strout informing the Board of the possibility of a
natural gas pipeline coming close to the town hall.

UNFINISHED BUSINESS
-Comprehensive Planning Update:  The Soil Survey copies are ready to
go into the binders.  The plan should be reviewed and updated.  
-Zoning Ordinance:  Dean Perlick from Dodge County Land Resources and
Parks Dept. has updated the Town’s Zoning Ordinance and Map.  Board
members are to review it and note any questions or changes they’d like
and it’ll be discussed at the upcoming meeting.
-North Pole Rd. Bridge Repair and Funding:  A motion was made by
Supervisor Billings and seconded by Supervisor Beck to put the bridge
repair work out on bids.  Motion carried (3 ayes).  Funding was
discussed and it was decided to use some of the money in the Town’s
reserve funds.  

NEW BUSINESS
-Insurance Policy Renewal:  William Seich of Rural Mutual Insurance
Co. was present to answer questions.  A motion was made by Supervisor
Billings to renew the policy.  Motion was seconded by Supervisor Beck.
 Motion carried (3 ayes).
-Amend Resolution 7-5-11 to Establish Wards:  The resolution needed to
be amended as the state made changes to the congressional districts. 
The Town will now have two congressional districts.  A motion was made
by Supervisor Beck and seconded by Supervisor Billings to adopt the
amendment to the resolution.  Motion carried. (3 ayes).
-Set date for Zoning Ordinance update meeting with Dean Perlick: 
Meeting will be Aug. 24 at 7:30 p.m.


-Set date for September meeting:  Tuesday, September 6 at 7:30 p.m.
-Discuss possible dates for joint budget meeting:  October 4, 5, or
12.
-Theresa Historical Society:  Larry Dogs informed the Board of the
Society’s plans to paint the Solomon Juneau home and their need for
funding.  A letter will be sent out by the Historical Society to all
Town/Village residents requesting donations.  Address labels for town
residents were requested and the clerk will print them.
  
A motion was made by Supervisor Billings and seconded by Supervisor
Beck to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:50 p.m.
