August 2, 2010 Regular Monthly Meeting Minutes

 Theresa Town Board   _       Regular Meeting  __       August 2,
2010

The regular meeting of the Theresa Town Board was held on August 2,
2010 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:32
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary to approve the agenda.  Supervisor Frank
Kuczkowski seconded.  Motion carried. (3 ayes)   The minutes of the
July 5 meeting were read by the Diane Koch as Clerk Diane Steger was
absent.  A motion was made by Supervisor Caspary and seconded by
Supervisor Kuczkowski to approve the minutes.  Motion carried (3
ayes).  

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes) 
Budget status report was reviewed.  Supervisor Kuczkowski motioned to
approve payment of the bills.  Supervisor Caspary seconded.  Motion
carried (3 ayes).  

PUBLIC FORUM

CORRESPONDENCE
-Letter from Dodge County Land Conservation:  There are new Farmland
Preservation Compliance Forms to enroll new land in the program.  The
landowner must complete part 1 and the Town must assist in completing
the form.  Form must then be submitted to the county.
-Letter from Smart Circle International asking if a Solicitor’s
License is needed in the Town.  There is no ordinance in the books.
-Letter from Judge Bissonette concerning the Mark Piwoni property: 
The judge, attorneys, Piwoni, Chairman Christian, and Clerk Diane
Steger met at the property on July 12.  The property was cleaned up to
the Town Board’s satisfaction.  Piwoni plans to put up a fence and
close up the building facing the road.
-Madden Law Firm:  Itemized statement of billing in the Piwoni case
was sent to Piwoni’s attorney.  Town Board is seeking repayment of
$9861.19 in attorney fees. There would be no forfeitures or fines in
addition.
-Thank you from Bernard Adelmeyer family for memorial.

UNFINISHED BUSINESS
- Comprehensive Planning Committee:  Diane Koch reported on copy cost
at Staples.  Binders will cost $2.48.  We would need about 20 copies
of the Plan.  It would require 125 black and white copies and 26
colored maps.  Staples gets $.08 per black & white and $.60 per color
copy.  Supervisor Caspary will check with Westphal’s on a price. 
Diane has CD’s and envelopes but has not had time to burn the files
and get them ready for mailing.

NEW BUSINESS
-Tim Limberg/Gerald Adelmeyer Rezoning:  A motion was made by
Supervisor Caspary and seconded by Supervisor Kuczkowski to rezone
approximately 2.3 acres of Agricultural-1 land to Agricultural-2 land.
 Motion carried (3 ayes).
-Livestock Siting Survey and Letter:  Chairman Christian read the
letter drafted by the clerk.  It was suggested to do a chart asking
only for the number of animals. 
-Resolution 8-2-10 establishing a conversion fee for rezoning:  A
motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adopt the resolution.  Motion carried (3 ayes).
-Dates for joint budget meeting:  Will try to schedule meeting for
Sept. 22,23,28, or 29.  
-Don Bonack talked about road damage on West Bend Rd from heavy farm
equipment.  The cleats on caterpillar type tractors are picking up the
seal coating.  Paul will talk to Gerry Adelmeyer about it.  The Ford
F350 is still in the shop getting the oil pan fixed.  Truck 34 needs a
new alternator.  He is putting up the new road signs and welding a
crossbar onto the post and burying it.  Don also said they did 1100
tons of cold mix for $59,532 and wondered if the rest of the paving
budget should be spent of seal coating.  
-Set date for September meeting:  Meeting will be on Tuesday, Sept. 7
at 7:30 p.m.

A motion was made by Supervisor Kuczkowski and seconded by Supervisor
Caspary to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:41 p.m.
