August 6, 2007 Regular Meeting

Theresa Town Board   _       Regular Meeting  __       August 6, 2007

The regular meeting of the Theresa Town Board was held on August 6,
2007 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
July 2, 2007 meeting were read by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes.  Motion carried (3 ayes).  Minutes from the Aug. 1
Special Meeting were read by the clerk.  Motion was made by Supervisor
Caspary and seconded by Supervisor Kuczkowski to approve the minutes. 
Motion carried (3 ayes). 

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Caspary motioned to
approve payment of the bills.  Motion was seconded by Supervisor
Kuczkowski. Motion carried.  (3 ayes)

Change in the order of the agenda – Don Bonack spoke about the Local
Road Improvement Program (LRIP).  This grant program is designed for
large road projects.  He’d like to apply for a grant to do Zion Church
Rd. and/or the Zion Church/Plover Rd. intersection.  A motion was made
by Chairman Christian and seconded by Supervisor Caspary to allow Don
to go forward with applying for the grant for the Zion Church/Plover
Rd. intersection first, then for Zion Church Rd.

PUBLIC FORUM
Scott Bernhard announced that the Theresa Fire Department was awarded
a FEMA grant in the amount of $195,244.  The Department will have to
match $10,276, which will be done with fundraisers.  The grant will
allow the Fire Department to purchase turnout gear, breathing
apparatus, and update the radios.  
Scott Bernhard asked why the Town does not require outbuildings to
have plumbing and/or electrical inspections.  
 
CORRESPONDENCE
-Chairman Christian read a blasting notification letter from Michels
Materials.
-We Energies sent a report on their Doyle Rd. project.
-Letter of Intent – Chad Benter:  A motion was made by Supervisor
Kuczkowski to approve Chad Benter’s request to re-zone twenty acres of
A-1 Agricultural land to A-2 Agricultural land.  Motion was seconded
by Supervisor Caspary.  Motion carried (3 ayes).
-Letter of Intent – Brian Erdmann:  A motion was made by Supervisor
Caspary and seconded by Supervisor Kuczkowski to approve the land
division.  Motion carried (3 ayes).
-Friends of Slinger Library – They will be having a Bike “Ride to
Read” on Sept. 8, 2007.  The route will be passing through our Town. 


UNFINISHED BUSINESS
-Animal Nutrition property:  Chairman Christian said that the Town
would have to take ownership and foreclose on the property.  No action
will be taken at this time.
- Comprehensive Planning Committee:  The minutes from the meeting held
on July 25 were read by the clerk.  The Committee worked on survey
questions and will finalize the survey at their next meeting to be
held on Aug. 15 at 7:30 p.m. at the Town Hall.
-Piwoni property:  Chairman Christian has spoken with Mark Piwoni and
his attorney several times.  Clean up is in progress.  As long as he
continues to clean up, there will be no citations.
Chairman Christian will continually check on the progress. 



NEW BUSINESS
-Insurance:  The proposals from Rural Mutual Insurance and The Horton
Group were discussed.  Supervisor Caspary motioned to renew the policy
with The Horton Group and revisit Rural Mutual Ins. next year.  Motion
was seconded by Chairman Christian.  Motion carried (3 ayes).
-Rescind Ordinance 7-1 Amending the Land Use Administrator Provisions
of the Zoning Ordinance:  A motion was made by Supervisor Caspary and
seconded by Supervisor Kuczkowski to rescind the ordinance.  Motion
carried (3 ayes).  This ordinance has to go through the Zoning and
Planning Commission before the Town Board can approve it.  It then has
to go to the County for approval by the County Planning, Development
and Parks Committee, and then the County Board.
-Website:  Supervisor Kuczkowski had looked over the proposal from
Town Web Design and thought it was very good.  The budget will be
reviewed to see if the costs for the website can be worked in.  Other
website options will also be looked into.
-September meeting will be Monday, September 10, due to the Labor Day
holiday.

Motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adjourn the meeting.  Motion carried (3 ayes).  The
meeting was duly adjourned at 8:40 p.m.
