July 2, 2007 Regular Meeting

Theresa Town Board   _       Regular Meeting  __       July 2, 2007

The regular meeting of the Theresa Town Board was held on July 2, 2007
in the Theresa Town Hall.  The agenda for this meeting was posted at
the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Frank Kuczkowski and seconded by Supervisor Brian Caspary
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
June 4, 2007 meeting were read by the clerk.  A motion was made by
Supervisor Caspary and seconded by Supervisor Kuczkowski to approve
the minutes.  Motion carried (3 ayes). 

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Giese Excavating’s bill was
questioned.  They will be asked to submit itemized bills for future
work.  Supervisor Caspary motioned to approve payment of the bills. 
Motion was seconded by Supervisor Kuczkowski. Motion carried.  (3
ayes)

PUBLIC FORUM
 
CORRESPONDENCE
-Letter of Intent – Scott Jaster
-Supervisor Caspary received a complaint about the road work done on
Mountain Road.

UNFINISHED BUSINESS
-Animal Nutrition property:  Chairman Christian read a letter from
Guaranty Title Services, Inc. The letter contained the legal
description, and the outstanding property taxes; but it did not
determine ownership of the property.
- Comprehensive Plan:  An organizational meeting was held on
Wednesday, June 27, 2007.  The Comprehensive Planning Committee
members will be notified by mail of the next meeting to be held on
Wednesday, July 25, 2007 at 7:30 p.m.  The Committee will work on
survey questions.
-Piwoni property:  Mark Piwoni was served abatement papers by the
sheriff on June 22, 2007.  He has started to clean up the property.  A
certified letter will be sent telling him that he is still in
violation and fines will be imposed ten days after he receives the
letter, if the property is not brought into compliance.
-Salvage License Renewal:  A motion was made by Chairman Christian and
seconded by Supervisor Caspary to approve the one-year salvage license
renewal for C & D Recycling.  Motion carried (3 ayes).
-Veolia Services:  Todd Metke was present to answer questions about
Veolia Services’ price quote.  Their quote was less than Waste
Management’s.  A motion was made by Supervisor Kuczkowski and seconded
by Supervisor Caspary to contract with Veolia Services for our
recycling/garbage collection.  Motion carried (3 ayes).  They will
notify Waste Management of the change effective 10/20/07.  

NEW BUSINESS
-Ordinance 7-1:  Chairman Christian read the Ordinance amending the
land use administrator provisions of the Zoning Ordinance of the Town
of Theresa.   Ordinance 7-1 states that if the office of Land Use
Administrator is vacant, the powers, duties, and functions of the Land
Use Administrator are delegated to the Chairman of the Town Planning
Commission.  Harlan Binder, Chairman of the Zoning and Planning Board,
has agreed to be the Land Use Administrator for now.  Dodge County has
planning services available for $100 per application.  We may utilize
that service in the future.  Motion was made by Supervisor Caspary and
seconded by Supervisor Kuczkowski to adopt Ordinance 7-1.  Motion
carried (3 ayes).    





-Resolution 7-2-07-1, A Resolution Appointing Members of the
Comprehensive Planning Committee:  A motion was made by Chairman
Christian to appoint the following people to the Comprehensive
Planning Committee:  Diane Koch (Chairman), Randy Wendling, Barb
Howard, Steve Schauer, Donna Neitzel, Jane Porubcan, Rick Steger, Dan
Schmidt, Mary Krieger, Todd Bodden, Scott Bernhard, Brian Priestaf,
and Brian Caspary.  Motion was seconded by Supervisor Kuczkowski. 
Motion carried (3 ayes).
-Resolution 7-2-07-2, A Resolution Adopting the Public Participation
Plan for the Comprehensive Planning Committee:  Supervisor Kuczkowski
motioned to adopt the Resolution.  Motion was seconded by Supervisor
Caspary.  Motion carried (3 ayes).
-A motion was made by Supervisor Kuczkowski that the Comprehensive
Planning Committee report to the Town Board.  Motion was seconded by
Supervisor Caspary.  Motion carried.  (3 ayes).
-Bill Siech of Rural Mutual Insurance was present to gather
information to give a price quote on the Town’s liability, vehicle and
workman’s comp. insurance.  

Motion was made by Supervisor Kuczkowski and seconded by Supervisor
Caspary to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:45 p.m.
