March 1, 2010 Regular Monthly Meeting Minutes

 Theresa Town Board   _       Regular Meeting  __       March 1, 2010

The regular meeting of the Theresa Town Board was held on March 1,
2010 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary to approve the agenda.  Supervisor Frank
Kuczkowski seconded.  Motion carried. (3 ayes)   The minutes of the
February 1 meeting were read by the clerk.  A motion was made by
Supervisor Caspary and seconded by Supervisor Kuczkowski to approve
the minutes.  Motion carried (3 ayes).  The minutes of the February 10
meeting were read by the clerk.  Supervisor Kuczkowski motioned to
approve the minutes and Supervisor Caspary seconded.  Motion carried
(3 ayes)

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Caspary motioned to
approve payment of the bills.  Supervisor Kuczkowski seconded.  Motion
carried (3 ayes).  

PUBLIC FORUM
-Pat Porubcan reported on a big dip in North Bluemound Rd. where
Guardian Pipeline cut through the road.  The Board will check it out
when they do the road tour.
 
CORRESPONDENCE
-Letter informing of timber cutting on Paul Frank’s property
-Madden Law Office:  Piwoni case is ongoing
-Michels Materials:  Road bond continuation certificate
-EMC Insurance:  Town will receive a dividend due to good claim
experience.

UNFINISHED BUSINESS
- Comprehensive Planning Committee:  Meetings were held on February 10
and February 23.  The committee worked on compiling information.  They
have tentatively approved the future land use map.  With the new
farmland preservation program regulations (2 acre minimum lot size),
the committee is going to recommend that land that was re-zoned out of
A-1 due to the 35 acre minimum lot size, be put back into A-1.  If
land is re-zoned as part of the comprehensive plan, there are no
conversion fees.  The next meetings will be on March 9 and March 23. 

NEW BUSINESS
-Set date for public hearing on the Petition to Amend the Zoning
Ordinance:  Public hearing will be on March 22 at 8:00 p.m.  
-Discuss Prevailing Wage law:  Board discussed the new law and how it
will pertain to the Town.

A motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adjourn the meeting.  Motion carried (3 ayes).  The
meeting was duly adjourned at 8:15 p.m.
