 Theresa Town Board   _       Regular Meeting  __      May 2, 2011


The regular meeting of the Theresa Town Board was held on May 2, 2011
in the Theresa Town Hall.  The agenda for this meeting was posted at
the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Perry Billings and seconded by Supervisor Faye Beck to
approve the agenda.  Motion carried. (3 ayes)   The minutes of the
April 4 meeting were read by the clerk.  Chairman Christian noted that
the wording stating “the dollar amount needed for a building permit
from $2500 to $3500” should be clarified.   A motion was made by
Supervisor Beck and seconded by Supervisor Billings to approve the
minutes.  Motion carried (3 ayes).  The minutes of the April 19 Joint
Town/Village/Fire Dept/Fire Comm. meeting were read by the clerk. 
Supervisor Billings motioned to approve the minutes and Supervisor
Beck seconded.  Motion carried (3 ayes).  The clerk read the minutes
from the April 28 road bid meeting.  Supervisor Billings motioned to
approve the minutes and Supervisor Beck seconded.  Motion carried (3
ayes).

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Billings and seconded by Supervisor Beck to approve
the financial report as given.  Motion carried.  (3 ayes)  Budget
status report was reviewed.  Supervisor Beck motioned to approve
payment of the bills.  Supervisor Billings seconded.  Motion carried
(3 ayes).  

PUBLIC FORUM
Barb Howard voiced her concerns about information not getting onto the
Town’s website.  She also asked about the Quarry Advisory Committee. 
She suggested that a Town Board member be appointed to the Committee
to replace former Supervisor Frank Kuczkowski.  Also, the Committee
meetings need to be noticed properly.

CORRESPONDENCE
-Madden Law Office:  Congratulatory letter to Chairman Christian on
his re-election.
-WI DNR:  The Town will be receiving a recycling grant of $3000.03, a
reduction from the $4100 budgeted.
-Dodge County Land Resources and Parks Dept.:  A public hearing is
being held on May 2 in order to amend the Land Use Code.  
-Dodge County Board of Supervisors:  A public hearing on the proposed
Tentative County Supervisory District Plan will be held on May 3 at
6:30 p.m. at the Dodge County Administration Building.
-Diane Koch:  Letter encouraging the Board to reconsider not billing
residents for emergency responses by the Theresa Fire Dept. to vehicle
accidents and other incidents that occur on public roadways.  The
proposed ordinance would allow for billing non-residents only.  

UNFINISHED BUSINESS
-Comprehensive Planning Committee:  Barb Howard suggested the Board
look at the recommendations made by the Committee in the Comprehensive
Plan.  The Board also needs to review the Zoning Ordinance and make
the necessary revisions to make it consistent with the Comprehensive
Plan.  A special meeting for this purpose will be held on Tuesday,
June 14 at 8:00 p.m.

NEW BUSINESS
-Sign Permit Application of Connie & Greg Bader:  A motion was made by
Supervisor Beck and seconded by Supervisor Billings to approve the
sign permit as long as the State also approves it
-Adopt the ordinance To Establish the Regulation of Fees for Fire
Department Responses:  After discussion about billing residents, a
motion was made by Supervisor Beck to adopt the ordinance as drafted. 
Motion was seconded by Supervisor Billings.  Motion carried (3 ayes). 
The ordinance will be revisited next year at the joint meeting.
-Discuss salt shed:  No information available.
-Discuss Wis. Town’s Assoc. on-line training videos:  A motion was
made by Supervisor Billings and seconded by Supervisor Beck to
participate in the program at the annual cost of $100.  Motion carried
(3 ayes).
-Discuss North Pole Rd. bridge/ County Aid Bridge Petition:  Dodge
County Highway Commissioner will check if the project has to be
submitted for prevailing wage rates.  The County Aid Bridge Petition
was read by Chairman Christian.  A motion was made by Supervisor
Billings and seconded by Supervisor Beck to request that the North
Pole Road bridge be repaired with aid from the County Aid Bridge
program.  Motion carried (3 ayes).
 
 
A motion was made by Supervisor Billings and seconded by Supervisor
Beck to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:50 p.m.
