May 5, 2008 Regular Monthly Meeting Minutes

 Theresa Town Board   _       Regular Meeting  __       May 5, 2008

The regular meeting of the Theresa Town Board was held on May 5, 2008
in the Theresa Town Hall.  The agenda for this meeting was posted at
the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
April 7, 2008 meeting were read by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes.  Motion carried (3 ayes). 

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Caspary and seconded by Supervisor Kuczkowski to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Kuczkowski motioned to
approve payment of the bills.  Motion was seconded by Supervisor
Caspary.  Motion carried (3 ayes).

PUBLIC FORUM

CORRESPONDENCE 
-Congressman Tom Petri will be hosting a conference called “Assistance
to Small Business, Local Government and Education:  Leveraging Federal
Resources for Success” on May 29 at Moraine Park Technical College.  
-Guardian Pipeline will be starting work soon.  They are still
negotiating with landowners and have had to implement the eminent
domain rules.

UNFINISHED BUSINESS
-Building Inspections Contract:  Mary Kay Vogel of Kunkel Engineering
reported that a letter was sent to Independent Inspections informing
them that their services are no longer needed.  They responded with a
letter stating that their last day to issue permits will be June 11,
2008 and they will complete inspections for the permits they issued
until they are finaled or expire.  Mary Kay went over their contract
and Chairman Christian signed it.  
-Comprehensive Planning Committee:  Meeting was held on April 23. 
They looked at the Issues and Opportunities element; and, at
transportation charts, along with State and County accident
information.  They will develop goals and objectives for these
elements at the next meeting on May 21.  They will also start work on
the Agricultural, Natural, and Cultural Resources element.

NEW BUSINESS
-Discovery of Quarry, Windmill, etc. Policy:  Barb Howard sent a
packet of information along with sample ordinances to the Board
members.  The Board will review the information and keep this item on
the agenda.
-New Fire Truck:  Scott Bernhard reported that the Committee has had a
couple of meetings.  They have met with a vendor to come up with
specifications that they will send out to other vendors for bids. 
They will also be doing some tours of companies.  He stated that by
ordering the truck thirteen months ahead of schedule (by the end of
2008), we’d save about $50,000.  It was suggested that the Town Board
be invited to any demonstrations of new trucks.
-Set date to open road bids:  Road bids will be opened on Tuesday, May
27 at 5:30 p.m.
 
A motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adjourn the meeting.  Motion carried (3 ayes).  The
meeting was duly adjourned at 8:20 p.m.
