November 1, 2010 Regular Monthly Meeting Minutes

 Theresa Town Board   _       Regular Meeting  __       November 1,
2010

The regular meeting of the Theresa Town Board was held on November 1,
2010 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Frank Kuczkowski to approve the agenda.  Chairman Christian
seconded.  Motion carried. (2 ayes)   The minutes of the October 7
meeting were read by Treasurer Diane Koch.   A motion was made by
Supervisor Kuczkowski and seconded by Chairman Christian to approve
the minutes.  Motion carried (2 ayes).   The minutes of the October 13
Joint Town/Village Meeting were read by Treasurer Koch.  A motion was
made by Supervisor Kuczkowski to approve the minutes.  Chairman
Christian seconded.  Motion carried (2 ayes).  The minutes of the
October 13 special meeting were ready by Treasurer Koch.  Supervisor
Kuczkowski motioned to approve the minutes and Chairman Christian
seconded.  Motion carried (2 ayes).  Treasurer Koch read the minutes
from the October 26 special meeting.  A motion was made Supervisor
Kuczkowski and seconded by Chairman Christian to approve the minutes. 
Motion carried (2 ayes).

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Chairman Christian to
approve the financial report as given.  Motion carried.  (2 ayes) 
Budget status report was reviewed.  Supervisor Kuczkowski motioned to
approve payment of the bills.  Chairman Christian seconded.  Motion
carried (2 ayes).  

PUBLIC FORUM

CORRESPONDENCE
-Wisconsin Dept. of Transportation:  Card asking for opinions on the
new proposed rail system.
-Madden Law Office:  Promissory Note and Amortization schedule from
Mark Piwoni 
-Dodge County Community Development Block Grant:  Funds available for
loans at 0% for housing rehabilitation.  Eligible homeowners must fill
out an application available by contacting Susan Maier at the MSA
Housing Program Office at 1-800-552-6330 or at their office at 201
Corporate Drive, Beaver Dam, WI.

UNFINISHED BUSINESS
-Comprehensive Planning Committee:  Nothing to report
-Driveway and Right-of- Way Permits:  The Board will look at the
examples from the County and work on the forms at next month’s
meeting.
-Livestock Siting letter and survey:  A motion was made by Supervisor
Kuczkowski and seconded by Chairman Christian to send out the updated
letter and survey to residents who own a certain amount of land or
land with farm buildings on it.  Motion carried (2 ayes).

NEW BUSINESS
-Budget Resolution 11-1-10:  Supervisor Kuczkowski motioned to approve
the resolution transferring the sum of $2000 from Gas and Diesel and
the sum of $1000 from Building, Equipment, and Utilities to Equipment
Repair and Maintenance.  Chairman Christian seconded.  Motion carried
(2 ayes).
-Discuss fuel supplier and contracting:  A motion was made by
Supervisor Kuczkowski and seconded by Chairman Christian to have New
Energy, LLC.  be the Town’s fuel supplier starting December 1, 2010
-Budget:  The 2011 proposed budget is complete.
-New brochure for electronics recycling is available.

A motion was made by Supervisor Kuczkowski and seconded by Chairman
Christian to adjourn the meeting.  Motion carried (2 ayes).  The
meeting was duly adjourned at 8:20 p.m.
