TOWN OF THERESA ZONING AND PLANNING COMMITTEE
November 9, 2005


Owners and Petitioners:  Michael and Kathryn Parish

The November 9, 2005 meeting of the Zoning and Planning Committee was
called to order by Zoning Chairman David Benter at 8:05 p.m.   Board
members present were David Benter, Harlan Binder, Todd Bodden, Rick
Steger, Dan Schmidt, Loren Christian, and Jim Krieger. The minutes
from the November 2, 2005 Zoning and Planning Committee meeting were
read by the clerk.  A motion was made by Rick Steger to accept the
minutes as presented; motion was seconded by Harlan Binder.  Motion
carried. (7 ayes).  

Chairman Benter read the Re-Zoning Application of Michael and Kathryn
Parish.  Michael Parish stated that the land has been in the CRP
program for 17 years and probably wasn’t tilled before that for a long
time.  The placement of the driveway and the house was discussed.  The
Parish’s didn’t know where the house would be placed.  It would depend
on the septic tests.  Bill Steinbach suggested a condition be placed
on the permit, that the buyer of the land submit a building plan
before starting construction.  

Vote to Re-Zone:  The committee voted to approve the Re-Zoning
Application (6 Yes, 1 No).

Vote for the Conditional Use Permit:  The committee voted unanimously
to approve the conditional use permit with the conditions that: 
	 The buyer must meet DNR requirements,   
	 The buyer must come back to the Zoning and Planning Committee with a
site 			plan
	The conditional use permit is subject to getting a driveway permit (7
Yes, 0 No)

Harlan Binder motioned to adjourn and Dan Schmidt seconded.  Motion
carried (7 ayes).  The meeting was duly adjourned at 9:00 p.m.
