Theresa Town Board   _       Regular Meeting  __       October 1,
2007

The regular meeting of the Theresa Town Board was held on October 1,
2007 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
September 10, 2007 meeting were read by the clerk.  A motion was made
by Supervisor Caspary and seconded by Supervisor Kuczkowski to approve
the minutes.  The minutes of the September 25, 2007 Joint Village/Town
Budget Meeting were read by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes.  Motion carried (3 ayes).  

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Kuczkowski made a
motion to approve the additional $25 spent on the Town Hall sign. 
Supervisor Caspary seconded the motion.  Motion carried (3 ayes). 
Supervisor Caspary motioned to approve payment of the bills.  Motion
was seconded by Supervisor Kuczkowski. Motion carried.  (3 ayes)

PUBLIC FORUM

CORRESPONDENCE
-Dodge County Planning, Development and Parks Committee will hold a
public hearing on November 5, 2007 to amend the text of the Land Use
Code of Dodge County.
-Dodge County All-Hazards Mitigation Plan – The final version is
complete and has been approved by the Federal Emergency Management
Agency (FEMA).  A binder and CD containing the Plan were received by
the Town.

UNFINISHED BUSINESS
-Comprehensive Planning Committee:  On September 25, the surveys were
put together for mailing.  The next meeting will be held on October
24, 2007 at 7:30 p.m. at the Town Hall.
-Website:  Town Web Design will do free webhosting until the end of
the year, if the Town wants to go ahead with a website.  Supervisor
Kuczkowski motioned that the Town accept the proposal by Town Web
Design for $1305 provided there is money in the budget for next year. 
Motion was seconded by Supervisor Caspary.  Motion carried (3 ayes).
-LRIP:  Chairman Christian and Don Bonack attended the meeting in
Juneau.  The committee formed at that meeting decides which projects
in the county will receive funding.   Deadline for filling out the
grant forms is November 1.  Don will look into it further.

NEW BUSINESS
-Grota Appraisals:  New contract proposal from Grota Appraisals was
looked at.  The contract is for $8200/yr. for three years.  A motion
was made by Supervisor Caspary and seconded by Supervisor Kuczkowski
to accept the contract.  Motion carried (3 ayes)
-Budget Resolution 10-1-07:  This budget resolution resolves to move
$4000 from the Elections fund to Equipment Repair and Maintanence
fund; and $1000 from the Other Material Purchases fund to Gas and
Diesel Fuel fund.  Supervisor Caspary motioned to adopt the
resolution.  Motion was seconded by Supervisor Kuczkowski.  Motion
carried (3 ayes). 
-Set Budget Hearing Date:  November 28, 2007 at 7:30 p.m.
-Census:  Diane Koch checked into it.  The Town has three different
options.  Town will decide at a later date which option to choose.




-Budget:  Budget work was done.  Equalized values were discussed as to
them being used to determine the Town and Village percentages of the
Fire Department Budget.  The Town would like to get together with the
Village and rework the agreement – possibly splitting it 50/50.  

Motion was made by Supervisor Caspary and seconded by Supervisor
Kuczkowski to adjourn the meeting.  Motion carried (3 ayes).  The
meeting was duly adjourned at 10:05 p.m.
