Theresa Town Board   _       Regular Meeting  __       September 10,
2007

The regular meeting of the Theresa Town Board was held on September
10, 2007 in the Theresa Town Hall.  The agenda for this meeting was
posted at the Town Hall Board, TSB Bank, and the Theresa Post Office. 
 

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)  The minutes of the
August 6, 2007 meeting were read by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes.  Motion carried (3 ayes).  

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Caspary and seconded by Supervisor Kuczkowski to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Kuczkowski motioned to
approve payment of the bills.  Motion was seconded by Supervisor
Caspary. Motion carried.  (3 ayes)

PUBLIC FORUM
Pat Porubcan spoke about scheduling this meeting on the same night as
the Fire Department’s meeting.  His opinion was that the Town meetings
should never conflict with the Fire Department’s meetings.   Porubcan
also asked the Board to give direction to the Fire Department and the
Ambulance Committees concerning their budgets.  A motion was made by
Supervisor Kuczkowski and seconded by Chairman Christian to send a
memo to the Fire Department and Ambulance Committees asking that they
try to keep their budget increases to 2%.  Motion carried (3 ayes)
 
CORRESPONDENCE
-Letter from Guardian Pipeline concerning the Easement Acquisition
process.
-Dodge County Human Health Department is holding a meeting concerning
pandemic influenza on Oct. 24 in Juneau.

UNFINISHED BUSINESS
-Comprehensive Planning Committee:  Meetings were held on Aug. 15 and
Aug. 30 to finalize the survey.  The next meeting will be held on
Sept. 26 when the Committee will put the mailing together.  The survey
will be mailed to all residents and property owners in the Town.
-Website:  Supervisor Kuczkowski recommended Town Web Design to design
a website, but we should wait until budget time and determine if we
can put it in the budget for next year.   


NEW BUSINESS
- Ordinance 7-1 Amending the Land Use Administrator Provisions of the
Zoning Ordinance:  A motion was made by Supervisor Caspary and
seconded by Supervisor Kuczkowski to adopt Ordinance 7-1.  Motion
carried (3 ayes)
-Appointment of Alternate Zoning and Planning Commission member: 
Chairman Christian appointed Brian Priestaf to be an alternate for the
Commission.  His term will end in April.
-Theresa Town Hall sign:   A motion was made by Chairman Christian to
purchase a new sign from MD Sign in Rubicon for $225.  Motion was
seconded by Supervisor Caspary.  Motion carried (3 ayes)  
-Humane Society Contract:  A motion was made by Supervisor Kuczkowski
and seconded by Supervisor Caspary to decline the contract offer. 
Motion carried (3 ayes).
-Town of Wayne Subdivision:  The excavating is in progress and will
affect West Bend Rd.
-Liasion for Census:  There were questions as to whether or not we are
required to take part in this.   If not, the Town will not
participate.
-Road Certification:  Don Bonack will fill out the reports.
-Statute 60.557(1)(2):  This statute states that if the Fire
Department has to respond to an accident on a State Highway, they are
to receive a $500 reimbursement and a $200 reimbursement for an
accident on a County Highway.  This reimbursement is to come from the
Wis. Dept. of Transportation if the insurance company doesn’t pay.
-Chairman Christian received a call from Jon Lundgren of Guardian
Pipeline.  Under Statute 86.02, any damage to town roads done by
Guardian Pipeline contractors will be paid for by them.
-A new mower is needed.  Town will start looking into purchasing one.
-Painting the Town Hall:  Town Hall should be painted and a chair rail
put up on three walls.  
-Budget:  Town Board will work on the budget after the Joint
Village/Town meeting on Sept. 25. 

Motion was made by Supervisor Kuczkowski and seconded by Supervisor
Caspary to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:45 p.m.
