 Theresa Town Board   _       Regular Meeting  __       September 9,
2009

The regular meeting of the Theresa Town Board was held on September 9,
2009 in the Theresa Town Hall.  The agenda for this meeting was posted
at the Town Hall Board, TSB Bank, and the Theresa Post Office.   

The meeting was called to order by Chairman Paul Christian at 7:30
p.m.  The Pledge of Allegiance was recited.  A motion was made by
Supervisor Brian Caspary and seconded by Supervisor Frank Kuczkowski
to approve the agenda.  Motion carried. (3 ayes)   The minutes of the
August 3 meeting were read by the clerk.  A motion was made by
Supervisor Kuczkowski and seconded by Supervisor Caspary to approve
the minutes with an amendment of adding the words “conditional use
permit” to the Fee Schedule item on the agenda.  Motion carried (3
ayes).  

FINANCIAL
The financial report was given by Treasurer Diane Koch.  A motion was
made by Supervisor Kuczkowski and seconded by Supervisor Caspary to
approve the financial report as given.  Motion carried.  (3 ayes)  
Budget status report was reviewed.  Supervisor Caspary motioned to
approve payment of the bills.  Supervisor Kuczkowski seconded.  Motion
carried (3 ayes).  

PUBLIC FORUM

CORRESPONDENCE
-Chairman Christian read an e-mail from Pat Porubcan concerning
Conditional Use Permit fees.
-Dodge County Office of Emergency Management:  Federal Narrowband
mandate information.   Two radios will have to be replaced and a grant
has been written for funding.
-U.S. Census Bureau information requests
-Guardian Pipeline will be having a safety meeting.
-Letter from John Andrews of Kunkel Engineering to Mark Piwoni
concerning what he needs to do to bring his property into compliance
with the Nuisance Ordinance.
-Dodge County Planning, Development and Parks Committee will have a
Public Hearing on Sept. 14 concerning the application of the Dodge
County Drainage District for a Conditional Use permit to allow
filling, grading, and dredging starting from Racoon Road to Hochheim
Road.  The Board had no recommendation.

UNFINISHED BUSINESS
- Comprehensive Planning Committee:  A meeting was held on Aug. 26. 
The Committee finished going through the current draft of
recommendations.  They hope to have a final draft at the next meeting
and also look at the future land use maps.  The next meeting will be
on Sept. 23. 
-Mark Piwoni Property:  Board members looked at the property with
Building Inspector, John Andrews, and determined what needed to be
done yet.  A letter was sent to Piwoni by Andrews.

NEW BUSINESS
-Conditional Use Permit Renewal Fee increase:  Fee should be increased
– will discuss again.
-Discuss prospective veterinary clinic:  Shannon Buending has asked
the Board to decrease the speed limit on Mohawk Rd. near the vet.
clinic to 25 mph.  An engineering study would have to be done and the
state DOT would have to approve it.  The Board decided to wait on
this.
-NIMS Training for Board members:  Requirements were discussed.  Don
Bonack has received some training and will continue.  Other board
members may attend.
-2010 Budget – Will discuss at the next meeting.
-Chairman Christian reported on a fish kill in the creek on Zion
Church Rd.  He contacted the DNR and its being looked into.  Could
possibly have been a manure spill from upstream.
-Next meeting will be on Tuesday, Oct. 6 at 7:30.
A motion was made by Supervisor Kuczkowski and seconded by Supervisor
Caspary to adjourn the meeting.  Motion carried (3 ayes).  The meeting
was duly adjourned at 8:55 p.m.
